1. Our Commitment to Accessibility

BACS Consulting Group is committed to ensuring that our website, www.bacsit.com, is accessible to all users, including individuals with disabilities. We believe that equal access to information is a fundamental value, and we actively work to make our Site usable by as many people as possible.

This policy describes our accessibility standards, current conformance status, known limitations, and how to contact us if you encounter a barrier or require an accommodation.

2. Conformance Status

Our target standard is the Web Content Accessibility Guidelines (WCAG) 2.1, Level AA, published by the World Wide Web Consortium (W3C). WCAG 2.1 Level AA is the widely recognized benchmark for digital accessibility and is referenced by the U.S. Department of Justice in its enforcement of the Americans with Disabilities Act (ADA) Title III as applied to commercial websites.

The BACS Consulting Group website is partially conformant with WCAG 2.1 Level AA. Partially conformant means that some parts of the content do not yet fully conform to the accessibility standard. We are continually working to improve conformance across the Site.

We also look to WCAG 2.2, the current W3C recommended version, as our forward-looking aspirational standard. As we update and develop our Site, we aim to progressively align with WCAG 2.2 criteria.

Our work is organized around the four WCAG core principles — that web content must be:

  • Perceivable: Information is available to all users through at least one of their senses (e.g., text alternatives for non-text content, captions for multimedia)
  • Operable: All functionality is accessible via keyboard or equivalent means; no time-limited interactions that cannot be extended
  • Understandable: Content is readable and predictable; users are helped to avoid and correct mistakes
  • Robust: Content can be reliably interpreted by a wide range of user agents and assistive technologies, including screen readers

3. Technical Approach

Accessibility of the BACS Consulting Group website relies on the following technologies working in combination with visitors’ web browsers and any assistive technologies or plugins installed:

  • HTML
  • WAI-ARIA
  • CSS
  • JavaScript

These technologies are relied upon for conformance with the accessibility standards used. We have implemented accessibility improvements across the Site consistent with WCAG 2.1 Level AA criteria, and we conduct periodic accessibility reviews to identify and address gaps.

4. Known Limitations

Despite our best efforts, there are areas of our Site that do not yet fully meet WCAG 2.1 Level AA standards. Known limitations include:

  • User-submitted content: Images uploaded by users in comments or forms may not have text alternatives, as we cannot guarantee the quality or accessibility of user-contributed content. We monitor such content and typically address identified issues within 10 business days
  • Archived documents: Older documents hosted on the Site may use formats or technologies that do not fully support current accessibility standards. We convert documents to accessible formats upon request within 3 business days
  • Third-party tools and embedded content: Widgets, forms, or other content provided by third-party vendors may not fully meet accessibility standards. We evaluate third-party tools for accessibility prior to adoption and report identified issues to vendors
  • Multimedia content: Some video content may not yet include captions or audio descriptions. We are working to address this with new content going forward

We are committed to remediating known limitations on an ongoing basis. Please contact us if you observe an issue not listed above.

These limitations are specific to this informational website. They do not affect BACS’s managed services platforms, client support systems, or service delivery operations.

5. Ongoing Efforts and Governance

BACS Consulting Group treats website accessibility as an ongoing operational commitment, not a one-time project. Our practices include:

  • Periodic accessibility reviews and testing of the Site, including automated scanning and manual review
  • Evaluation of new third-party tools and content for accessibility compliance prior to deployment
  • Accessibility requirements incorporated into the design and development process for Site updates and redesigns
  • Accessibility feedback routed to our web team for review, tracking, and response
  • Annual review of this policy, with updates when material changes are made to the Site or when applicable standards or laws are revised

6. Requesting Accommodation or Accessible Formats

If you encounter content on our Site that you are unable to access due to a disability, or if you require information in an alternative accessible format, please contact us. BACS will make reasonable efforts to provide the requested content through an accessible alternative method.

When contacting us, it is helpful to include:

  • The specific page URL or content you are having difficulty accessing
  • A description of the accessibility barrier you encountered
  • Your preferred alternative format or method of access (e.g., phone call, plain text email, large print document)

We will acknowledge your request within five (5) business days and work to propose a solution within ten (10) business days. Accommodation requests will not result in any adverse treatment or denial of services.

7. Formal Complaints

If you are not satisfied with our response to an accessibility concern, you are entitled to escalate a complaint to the relevant national or state authority. BACS Consulting Group is committed to resolving accessibility issues in good faith and welcomes the opportunity to address any concerns directly.

9. Legal Framework

This policy reflects our commitment to accessibility under the following legal frameworks:

  • Americans with Disabilities Act (ADA), Title III: While Title III does not explicitly enumerate websites, the U.S. Department of Justice has consistently taken the position that commercial websites of places of public accommodation must be accessible, and courts have broadly upheld this view. WCAG 2.1 Level AA is the DOJ’s de facto reference standard in enforcement guidance
  • Section 508 of the Rehabilitation Act: Applicable to federal agencies and their contractors. While BACS is a private company, we align with Section 508 principles as a matter of best practice
  • California Unruh Civil Rights Act (California Civil Code Section 51): Prohibits discrimination in business establishments, which California courts have interpreted to include websites, consistent with ADA obligations
  • WCAG 2.1 Level AA (current minimum standard) and WCAG 2.2 (aspirational target)

It does not constitute a warranty or legal guarantee of full WCAG 2.1 Level AA conformance at all times. 10. Policy Review

This Accessibility Policy is reviewed and updated at least annually, or when material changes are made to our Site or when updates to applicable laws or accessibility standards warrant revision. The effective date at the top of this document reflects the most recent revision.
